Many provider members of PPRFCCA have questions concerning CCCAP, the Colorado Child Care Assistance Program. Below are some common questions which were answered by the Public Communications Specialist of the El Paso County Department of Human Services. Following the questions is an explanation sick day/holiday payment as well as the 3 types of CCCAP programs.
1. Is a parent/client required by CCCAP to put in a two weeks’ notice before termination?Parents are not required to give a two week notice per CCCAP rules. That is a separate contract between the parent and the provider.
2. Who is responsible to pay for this two weeks’ notice? Will CCCAP?If there is a contract between the parent and the provider that states a two week notice to vacate the slot is required, it is the responsibility of the parent to pay. CCCAP will not pay for a two week notice.
3. If a parent/client isn’t required by CCCAP to place a two weeks’ notice, can the provider require the parent/client to do so?If there is a contract between the parent and the provider, then a parent could be liable for the 2 week notice if the provider pursues it. This cannot be a different policy then they would have for their private pay parents.
4. Who determines what goes into the CCCAP fiscal agreement contract that providers sign?The State primarily determines the provisions of the contract. The County may add county-related provisions, but may not eliminate any of the state provisions.
5. Is there a meeting for when the contract is revised or reviewed? If so, is it an open meeting? Who represents the fellow providers, not centers?The contract is the same for homes & centers. Normally, the only changes may be a change in rates - or changes in what the State requires. If there are changes such as those involved with the implementation of the New Chats system, there may be meetings/trainings as has occurred.
6. We should have some rights if payment isn’t made by a certain date by receiving a late fee if it is the departments fault.The County has never promised payment by a certain date to any vendor, nor can we. The Department does not pay late fees. With the New Chats, payments are issued weekly though payments may be delayed if the POS machine is not used, if manual claims are submitted, or if there are any problems with the submitted billing.
7. Can we have an input on what is in, or goes into the Child Care Fiscal Agreement?Contracts are based on State requirements and County policy and/or requirements.
8. Who can we address our concerns to?Concerns about authorizations, changes in clients' status, etc. should be addressed with the client's CCCAP worker. Concerns about billing issues/questions should be addressed to the Finance worker who handles their billing. Concerns about contract issues should be addressed to the Contract Management person handling the contract. In addition, there are provider groups at the state level where providers can express their concerns.
9. If Betty can’t resolve a problem who do we contact?If Betty Studebaker can't resolve a contract issue, Toni Herman may be contacted. For problems with authorizations, status changes, billing issues, the worker should be contacted first. If the matter is not resolved at that level, the worker's supervisor may be contacted.

As of Jan 1, 2012, CCCAP (Colorado Child Care Assistance
Program) will be paying for the six major holidays a year and/or the two
absences allowed a month differently. Some of you think we will not receive
this pay at all due to the new agreement, this is not true. In the previous
agreement providers that accepted CCCAP where allow to claim, and be paid,
for six major holidays a year and two absences a month when they occurred.
This has changed. What CCCAP has done was give the provider a daily pay
raise that would reflect these six major holidays, and two absences.
Example: Sam was in the daycare 4 days this week. Your pay will only be for
those 4 days, the day Sam was absent has already been calculated into the
new daily rates for that absent day. The same goes for the six major holiday
pay. I understand some of you have stated you feel this is a rip off, but if
you think about it you could receive more money. If the child isn’t sick or
there weren’t any holidays that month and/or week you get a little extra
money, because of the daily pay raise. I hope this makes sense to all of
